New website coming soon at spencernc.gov

On July 15, we're launching a new website at spencernc.gov. Our new site will have more features and be simpler to navigate. As we make the transition, you may continue to refer to townofspencer.com but eventually our old domains will redirect to our new site at spencernc.gov. We're also working on a new email system so you will soon be able to reach all town officials and staff using our new spencernc.gov domain.

In the coming years, NCDOT plans to resurface and restripe Salisbury Avenue from Salisbury to the river. The Town is exploring a number of options to improve the streetscape including new pedestrian and bicycle improvements and changes to the traffic pattern. Seeking Volunteers: Community Garden Interest Survey - Now Available!

Spencer's Community Appearance Commission (CAC) is excited to announce it is exploring options to build a community garden in Spencer. The success of a community garden depends on volunteers, donations, sponsors, and support from the community. In other words, we need your help! The CAC is seeking volunteers to help initiate this project. If you're interested in participating as a volunteer or as a garden manager, or if you just want to learn more about this project, please fill out the survey below and we will add you to our mailing list. Spencer Proposes to Update & Modernize Development Ordinance, Zoning Map

The Town of Spencer is expecting future growth as North Carolina continues to exceed the national averages for population growth. To prepare for the effects of this growth in the Town, the Mayor & Board of Aldermen have directed the preparation a new Spencer Development Ordinance to replace the existing zoning, subdivision, and flood ordinances with a new format that modernizes standards & specifications for land use, development, and new subdivisions.  The Spencer Development Ordinance was completed and its adoption recommended by the Spencer Planning Board on April 12, 2021 to guide development in an orderly and desirable direction. 

Now it is time to formally establish new standards & specifications for such development through the adoption of the Spencer Development Ordinance. A public legislative hearing hearing will take place at a special called meeting of the governing board on Tuesday, June 1, 2021, beginning at 6:00 P.M. at Town Hall.

Spencer Adopts New Town Logo That Looks to Future, Gives Nod to History

The Spencer Board of Aldermen has chosen a new logo for the town that retains the historic aspect of the railroad and museum town yet looks to the future. The logo uses the “Original” theme in its tagline that was adopted by the Rowan County Tourism Development Authority following a marketing study. The TDA’s “Be an Original”® theme is used throughout the county in logos for consistency in marketing.

Town of Spencer to receive $750,000 CDBG grant for home repairs

Town of Spencer officials received good news to kick off Thanksgiving weekend, which will impact the community for years to come. Tuesday evening, NC Department of Commerce Rural Economic Development Division notified Mayor Jonathan Williams of the Town’s award of $750,000 in Community Development Block Grant funds for its Neighborhood Revitalization Program. Funds may be spent on rehabilitation, acquisition, emergency repairs or other eligible housing activities. Town staff will receive further guidance on the award in the weeks to come, and then Town and Salisbury CDC staff will begin work to accept the grant and identify potential recipients. 

Volunteers Needed

The Town of Spencer is seeking volunteers to serve on advisory boards. There are currently vacancies on the Planning Board and the Historic Preservation Commission. The Town is also seeking volunteers to join the newly reorganized Community Appearance Commission.  Any interested parties should fill out the application provided at the link below or pick up a physical copy at the Town Hall. For further information on the Boards or to submit a completed application please contact the Town Clerk at townclerk@townofspencer.com or submit it to her directly at Town Hall.

Planning Board Meeting Canceled

The Planning Board Meeting for April 13th, is canceled.

April Pre-Agenda Meeting Canceled

To adhere to social distancing in regard to COVID-19 the April 9th Board of Aldermen Pre-Agenda meeting will be canceled. The Board of Aldermen will have their regular monthly meeting on April 14th. at 7:00 PM. The public is encouraged to attend virtually and watch the meeting live streamed on our Facebook page.  Those wanting to sign up for public comment but not wanting to physically attend the meeting are welcome to send a written public comment to townclerk@townofspencer.com by Monday April 13th. Any questions about this process may also be directed to the same email address.

Overcomers and the Opioid Crisis in Rowan County CANCELED

Local experts will share statistics, resources and success stories related to the opioid crisis. Paramedics, law enforcement, counselors and Health Department peer support specialists will be on the information panel. Light refreshments will be served.

The Town of Spencer's Municipal Complex Project Has Been Released for Bidding.

The Town of Spencer’s Municipal Complex project has been released for bidding.  The project is up on Nextplans.com and Bid opening is on September 5th.   This advertisement will be posted on the Town’s website at ci.spencer.nc.us.

 

Project Overview

20,000sf of existing strip mall and associated parking lot will be renovated into municipal complex and park for the Town of Spencer. Located directly across from the NC Transportation Museum, this can be a marquee marketing project for the winning bidder. Substantial portion of the asphalt parking lot will be removed and turned into an engaging park for the citizens. The existing mall structure will remain largely unchanged, but the interior and exterior will be substantially renovated.

 

If you are interested please register as a bidder through Nextplans to stay up to date with RFI’s and Addendas. There will be a pre-bid conference on August 15th at 10AM. Location will be the Spencer Town Hall with a walkthrough of the site to follow.

Spencer FD Seeking Live-In Candidate

Are you a college student looking to volunteer or gain certifications or experience? Are you a Rowan County resident that lives within 5 road miles of  the Spencer Town Limits? Are you looking to expand your role in the fire service by volunteering at a fast paced and aggressive fire department? Spencer Fire Department may just be the place for you. Prior experience is not needed to become a volunteer as we will train you and send you to state certification classes which are held locally at Rowan Cabarrus Community College. However, experience is desired for Live-In Program Applicants.

Missing Person

On Monday, February 11, 2019, at 5:32 pm, a call was made to Rowan County 911 to report a missing person.  Richard Travis, a white male, 66 years of age, 6 foot, 157 pounds with gray hair; he may be suffering from a cognitive impairment.  Spencer Fire Department, Spencer Police Department and Rowan County Rescue Squad, along with numerous other public safety agencies from in county and out of county actively searched for Mr. Travis but he has not been located.  The public is asked to notify law enforcement immediately if Mr. Travis is located or if you saw him on I-85 on February 11, 2019.

After a five-day exhaustive search for missing 66-year-old Richard “Rick” Travis, local emergency personnel along with area, regional search teams discontinued search efforts on Saturday.

Rowan County Emergency Services Director Chris Soliz said as of Saturday evening they formally transferred the case to the Spencer Police Department.

Anyone with information is asked to call Rowan Communications at 704-216-8500, Crimestoppers, or the Spencer Police via 704-633-3574.

In the event, criminal activity is involved in Mr. Travis's disappearance, Rowan/Salisbury Crimestoppers has offered a reward up to $1,000 for information that leads to an arrest.

49 Days of Gratitude Parade Saturday

Ready for a parade? The opening ceremonies for 49 Days of Gratitude will include a parade through the Town of Spencer this Saturday, February 9, beginning at 10am. The parade will begin on 8th street, turning left onto Salisbury Avenue and heading north, past the museum, to the main entrance at Samual Spencer Lane and turning Right into the Transporation Museum. Rowan County's Veteran of the Year, multiple high school ROTC groups and a great collection of military vehicles will be featured. SPENCER CLOSES ON PARK PLAZA FOR MUNICIPAL COMPLEX

The Spencer Board of Aldermen authorized the Town Manager to sign the purchase agreement to acquire 20,000 square feet of the Park Plaza Shopping Center and the Out-Parcel directly in front of the building, which borders 5th Street. As of Tuesday, January 29, 2019, the Town of Spencer is now the owner of Rowan County Parcel ID 032 138.
