SPENCER CLOSES ON PARK PLAZA FOR MUNICIPAL COMPLEX

Town HallThe Spencer Board of Aldermen authorized the Town Manager to sign the purchase agreement to acquire 20,000 square feet of the Park Plaza Shopping Center and the Out-Parcel directly in front of the building, which borders 5th Street. As of Tuesday, January 29, 2019, the Town of Spencer is now the owner of Rowan County Parcel ID 032 138.

 In August 2015, the Board of Aldermen were presented with a Space Needs Study prepared by ADW Architects of Charlotte, North Carolina. The study provided scenarios to ether build structures from scratch or utilize vacant structures to provide the needed space for the variety of town departments that had outgrown their current offices.

 In April of 2018, former Town Manager Reid Walters requested Studio Wales Architecture to present a USDA Preliminary Architectural Feasibility Report for a municipal complex to house the Police Department, Town Hall, and Town Administration evaluating the need for a facility, existing facility, and the proposed facility of renovating at 20,000sf commercial structure located within the park plaza. 

 The next steps following the purchase of the property are to obtain a Re-Design Approval from the United States Department of Agriculture (USDA); Approval from the USDA to release construction Request for Proposals (RFP); Review proposals and award contract; Project review and approval from the Local Government Commission; Release the Request for Proposal for project financing; Review proposals and award contract; and Schedule a pre-construction ceremony.
