The Town of Spencer operates under the Council-Manager form of government.
Regular Board of Aldermen meetings are held the second Tuesday of every month at 7:00 p.m. in the Spencer Municipal Building (600 S. Salisbury Ave.)

Jim Gobbel (Mayor)
Mayor Jim Gobbel was elected to the Board of Aldermen as Mayor in 2015. He served as the Mayor Pro-Tem for two terms in 2011 - 2013 and 2013 - 2015. Previously, he served on the Town's Planning Board for multiple years.
He is married to Marla Gobbel and they have two sons and three handsome grandsons. Mayor Gobbel graduated from Spartanburg High School in South Carolina and attended both Spartanburg Technical College and Rowan-Cabarrus Community College. He is retired from the Miller Brewing Company Distribution Department in Eden, North Carolina.In his personal time, he enjoys traveling and doing yard work.
Mayor Pro-Tem Sharon Hovis is a native of Spencer, North Carolina and product graduate of North Rowan High School. She is a honors graduate (Cum Laude) of Livingstone College with a bachelors in Criminal Justice and she is member of the Alpha Phi Sigma Charter - Alumni. Hovis is the first African American to serve on the Board of Alderman as the Mayor Pro-Tem.
Hovis has served honorably in the United States Army and latter years in the Army National Guard. She has worked for the North Carolina Department of Correction's as a corrections officer and she has worked for the Rowan County Sheriff's Office in many capacities to where her diverse experiential background include(s) - community engagement; crisis intervention; criminal investigation and drug investigation; patrol; bailiff; domestic violence; civil liabilities; crime prevention tactics and citizen assistance.
She serves as a part-time General Instructor at Rowan Cabarrus Community College and Davidson County Community College where she teaches courses in the Basic Law Enforcement Training Program.
Alderman Mike Boone was elected to the Board of Aldermen in 2013. He is married to Deborah Clifton Boone and they have a beautiful daughter. He attended North Rowan High School and graduated from Davidson County Community College with an Associates Degree in Business Administration.
Alderman Boone is retired from Winn Dixie Stores, Owned a successful Pepperidge Farm Distributorship in Rowan and Iredell County, and Retired from Rowan Salisbury School System. In his personal time, he enjoys traveling and old cars.
Alderwoman Sylvia Chillcott was elected to the Board of Aldermen in 2015 and served as the Mayor Pro-Tem to 2017. she is married with three children and three grandsons. She attended Salisbury High School and graduated from Catawba College with a B.A. in Sociology.
Over a period of 30 years, Alderwoman Chillcott served as the Director of Public Safety for four different colleges, and retired from Eckerd College in St. Petersburg, Florida. She is currently a substitute teacher in the CACC Department at North Rowan High School.
Alderwoman Chillcott is a member and elder of the Spencer Presbyterian Church and a member of the Spencer Women's Club. She enjoys reading and spending time with family.
Alderman David Lamanno was elected to the Board of Aldermen in 2015. He is married with two children. He graduated from Western Carolina University in 1993 with a degree in Radio and Television Production.
As a hobby, he enjoys being a musician, tintype photographer, and vinyl record collector. In his personal time, he enjoys bicycling, hiking, and traveling.
Alderman David Smith began serving on the Board of Aldermen as an appointee in 2009 and 2010. He was elected to office in 2011. He graduated from Hower Vocational High School in Akron, Ohio in 1963 and studied at Akron University.
Alderman Smith served honorably in the U.S. Army during 1963 - 2005 and is a Vietnam Veteran. He retired from AMB Industries out of Houston, Texas where he served as a Department of Defense contract security manager.
In his personal time, he enjoys photography and professional drag racing.
Alderman Rashid Muhammad was elected to the Board of Alderman in 2019. He is a college graduate from Livingstone College with a bachelor’s degree in liberal arts. Muhammad is happily married with two beautiful boys that he loves to spend time with.
Originally from New Jersey, Muhammad is happy to now live in Spencer. In his personal time he enjoys to travel. He also likes cars, and enjoys spending his free time helping others in the community.
