Chief James began his law enforcement career in 1979 as a police dispatcher and campus police officer at UNC-Charlotte. In 1981, he was sworn in as a trooper with the North Carolina State Highway Patrol and assigned to Raleigh. He moved through the ranks of the Patrol and retired as a Major in 2009 after serving as the Director of Troop Operations for all troops throughout North Carolina.

In 2010, James was appointed as the Chief of Police in Spencer where he continues to serve. Chief James is a Graduate of the University of North Carolina at Charlotte and holds a Bachelor of Science in Criminal Justice. In 1990, James completed the Northwestern University Nine Month Police Administration Training Program at Evanston, Illinois. Chief James is a past recipient of the Order of the Longleaf Pine Award in 2009.
