Bike and Pedestrian Plan

In 2014, the Towns of Spencer and East Spencer received a Bicycle and Pedestrian Planning Grant from the North Carolina Department of Transportation (NCDOT) Division of Bicycle and Pedestrian Transportation (DBPT). The Bicycle and Pedestrian Planning Grant Initiative began in January 2004 to encourage municipalities to develop comprehensive bicycle plans and pedestrian plans. The Planning Grant Initiative has been extremely successful, with over 170 municipalities having been awarded a planning grant over the last ten years. To date, a total of $4.1 million has been allocated to these municipalities through this grant program.

The purpose of the Spencer and East Spencer Comprehensive Bicycle and Pedestrian Plan is to evaluate, assess, and make recommendations regarding bicycle and pedestrian needs for the Towns of Spencer and East Spencer for 2015 – 2025. This plan establishes clear, logical, and precise guidelines that can be used for the future development and growth of Spencer and East Spencer’s Bicycle and Pedestrian System.

“The Comprehensive Bicycle and Pedestrian Plan for the Towns of Spencer and East Spencer sets forth a strategy for a connected network of on-street and off-street bicycle and pedestrian facilities that provide safe access to and connectivity between schools, major commercial and service centers, health care centers, public facilities, residential areas, and outdoor resources for all types of users. These facilities will serve as an alternate mode of transportation while also improving public health and enhancing the quality of life for all residents.”
